Born in Paris on May 21, 1902. Brother of Richard Baumgartner and son-in-law of Ernest Mercier. He was a prominent figure in the General Inspectorate of Finance, which he joined in 1925. Member of the Economic and Social Council, elected to the Academy of Moral and Political Sciences in 1965. Author of books and articles on public finance. Died in 1978. A thesis was devoted to this great state clerk, close to the PSC, but also to REPAL because of his links with Roger Goetze.
