Local content at the Muara yard is a real success story!
The MLS Project, which officially started early in 2014, is the next major achievement of Block B and has been finalised at the end of 2015. It includes a new unmanned wellhead platform, its installation and connection offshore as well as the debottlenecking of the existing facilities of OPP at Lumut. While the topsides are being built in Vung Tau, Vietnam, the jacket and piles have been fabricated in a yard in Brunei.
The location of this green field yard – Muara yard - has been imposed by the authorities with the challenge to develop it in order to maximise the local content resources. PTSC M&C, our contractor from Vietnam, has therefore used local companies to provide lifting, scaffolding and painting services. In addition, PTSC M&C has benefited by being able to use young graduates who were trained by the EICF program (Energy Industry Competency Framework) created by EDPMO (Energy Department of the Prime Minister Office). This enabled the graduates to further develop their skills (e.g. Welder, Rigger, Scaffoler and Fitter). Overall almost 60 young graduates spent several months at the Muara yard. On site, everybody shared a bit of their time, assisted these young graduates and explained to them the specifics of their job. Now these young Bruneians have a strong professional background for life!
This has been achieved with a great deal of support from the authorities, the Honourable Pehin Dato Mohammad Yasmin Umar, EDPMO and PetroleumBrunei, who visited the Muara yard three times at different stages of the construction. This gave the Honourable Pehin Dato Mohammad Yasmin Umar the opportunity to meet and talk with the young generation of Bruneians. Our policy to develop sustainable local resources has been achieved. The results have been brilliant because of the commitment of the MLS Project team; the jacket and piles have been finished in advance, without any safety issues and with a very good level of local content. As Project Manager, although the load out and the sail away will be in three months time, I can say that this jacket fabrication at Muara is a real success story for the local content.
